Condition Assessment of LNG Terminals

Inspection Lead for condition assessment of Elba Island Terminal initially built in 1970s as an LNG import facility. Assessment of mechanical integrity of pressure vessels, process piping, storage tanks, and support systems. Involved designing and performing inspection and materials evaluation protocols, to determine feasibility and acceptability of terminal reconversion to LNG export facility. Supervision of multiple teams of inspection contractors and SMEs.

Preventive and Corrective Maintenance Execution

PDVSA Plant Maintenance Superintendent of fixed and rotating equipment of ammonia, urea, sulfuric acid, phosphoric acid, ammonia sulphate, NPK, and utilities aged plants. This role included a welding shop and plant welding works.

Turnaround Planning and Execution

PDVSA Plant Turnaround Superintendent managing the complete process from planning to contract closing, including turnaround execution, of petrochemical and utilities plants. The 2000 Nitrogen turnaround was a challenge due to two simultaneous facts, the 2000-year change threat and SAP implementation. This was a turnaround with a 1000-peak of workers and total complex outage, executed within budget, on schedule, no reportable accidents, and custom-designed safety programs.

Turnaround Technical Advice

Turnaround technical advisor role in 2010 for Manitoba Complex of Koch Canada, in 2015 for Arzew Ammonia Plant and Annaba Ammonia Plant of Fertial Algeria, and in 2021 for INEOS USA (Ohio). Included third-party inspections coordination, inspection reports review, recommendations approval, damage mechanisms assessment, fitness-for-service Level 1, and repair procedures.

Mechanical Integrity Auditing of Offshore Assets

Task Manager of a mechanical integrity audit section of an offshore platform in Qatar. The onsite protocol covered all operation, inspection, and maintenance processes. The operator was OXY, and the auditing owner was Qatar Petroleum.

Internal Corrosion Assessment of Country-wide Oil & Gas Pipeline System

Project Manager for KOC in Kuwait. A USD 20-million project, managing a 90-member project team, responsible for about 4,000 access points on 3,000 km of transmission pipelines, 100,000 km of flow lines, and 50 compression and pump stations.

Integrity Assessment of Federal-regulated Pipelines

Task Manager conducting DAs using NACE methodology, for external and internal corrosion and stress corrosion cracking. Included development of DA protocols for DNV, asset owner approved, and post assessment with root cause analysis and remaining life and assessment interval calculations.

Construction Verification

Piping Section Supervisor, conducting inspections and completion tasks of a 440 MW thermoelectric plant construction. Inspecting and approving boiler feed water, cooling water, sea water, and steam/steam condensate piping systems. Witnessing hydrostatic tests, two-party piping tie-ins, NDT, RT film interpretation, and rotative equipment alignment.

Risk-based Construction Verification

Task Manager on behalf of DNV Italy, for the fabrication verification by manufactures documentation, and testing witnessing in GE Nuovo Pignone Florence, of the Hebron Offshore Platform compression units, owned by ExxonMobil, Chevron, and Suncor.

Mentoring of Junior Engineers

A two-year mentoring project for INEOS. Developed and conducted training to build a knowledge foundation in mechanical integrity, throughout a 20-chapter program, custom-designed to cover customer requirements on more than 150 topics.

Fabrication Verification

Task Manager on behalf of PDVSA, for materials specifications and inspection protocols, vendor technical meetings attendance, inspection, QC, and expediting of a waste heat boiler and superheater set, in Deltak Corporation, USA.

Task Manager on behalf of DNV Denmark, for manufacturing surveys representing Maersk Olie og Gas AS, of clamp sleeves repair devices for high-pressure subsea pipelines, at PLIDCO. Expediting activities included review and approval of design FEA and Inspection Release Note (IRN), for compliance with the Danish Offshore Safety Act and DNV design verification letter.

Nondestructive Testing

Throughout my career, starting back in 1983, I have been immersed in NDT. I have extensively conducted visual and fluorescent MT and PT, as well as straight and angle beam UT for wall thickness and welding testing. I have supervised heat exchanger testing with Eddy Currents. I developed a UT procedure for a pipeline operator with premature weld failures of welding neck flanged connections. Finally, in 2012, being ASNT Level 3, I was designated the NDT Authority for DNV in the USA, where I developed procedures for personnel qualification and execution of MT, PT, and UT.
